GENERAL INFORMATION ABOUT THE DEPARTMENT

INTRODUCTION:-

The Directorate of Accounts and Treasuries was established in January, 1962. With the formation of the Directorate, all District Treasuries in the State, the Pay and Accounts Office, Mumbai, the Local Fund Audit establishment, Accounts Training, Stores Verification And Vigilance Unit which were working directly under the administrative control of the Finance Department, were brought under the administrative control of the Directorate, thus relieving the Secretary, Finance Department of his duties as head of Department in respect of these offices.

Formation of Finance and Accounts Service:-

The idea in establishing a separate Directorate of Accounts and Treasuries was to constitute a comprehensive and unified state Accounts Service to manage supervisory posts concerned with Accounts work in various departments of Government. This was considered necessary because there was no uniformity in nature of duties and qualifications in respect of supervisory personnel dealing with Accounts matters in various departments. Besides, in the absence of such a unified service there was a dearth of persons qualified in accounts to man supervisory accounts posts. Government departments were, therefore, finding it difficult to manage departmental accounts properly.

In order to overcome these difficulties, Government constituted Maharashtra Finance and Accounts service in February, 1965 and 375 posts in various departments were brought within its fold. It has increased to 2034 as on 01/01/2000.
